The two Melbournes

The ‘Toronto model’ contrasts with the consensus view of Melbourne’s urban development since World War II. Commentators seem to agree that public transport patronage has declined precipitously—indeed both the Thomson and Newman and Kenworthy studies suggest Melbourne has suffered the most rapid patronage decline of any city surveyed. They also agree that this is due to the city’s urban form having changed to a dispersed, car-oriented pattern in which public transport cannot operate as anything but a residual mode. The two elements of change most commonly identified are:

declining population densities; and

the dispersal of activity away from the CBD to suburban centres and, within the suburbs, a movement away from traditional rail-oriented cenrres to freestanding sites.
